Please describe the problem:
I was looking through my old bug reports for random regressions and spotted
something very similar to bug 111313.

When you open the menus on the menu bar and rightclick on dead space, namely the
dividers, presumably nothing should happen. This is the case for both the
Applications and System menus, but in the 'Places' menu, the menu bar's own
panel context menu will appear.

Inconsistent and kind of ugly.

Steps to reproduce:
1. Have a menu bar applet on the panel (not 'main menu' applet)
2. Left-click 'Places'
3. Right-click on one of the dividers.

Compare to behavior when right-clicking dividers in other menus & the 'main
menu' applet.

A very similar bug was fixed before, but the patch that did it wasn't included
on the old bug, so it might take some digging to find it and determine whether
the same thing applies.

I've removed popup menu in applications menu for GNOME 3, which fixes this.
