Current file transfer status:

1. GnomeICU can now *send* file to official ICQ client, at least to 
v7/8 clients. Mac clients still broken because they are relying on 
direct connect.

2. GnomeICU <-> GnomeICU works (read send/recv file between GnomeICU)

3. GnomeICU now has problem recving file. It recognize the file send 
request coming from the ICQ client, and replied, but the WinICQ 
client never initiating a send.

The problem on 3 seems to be because we do not have direct connect 
supported. So the next stage will be to re-implement direct connect.

GNOMEICU development has been stalled and it has been unmaintained for a few years now. as per http://www.ocrete.ca/2011/03/30/gnomeicu-is-no-more/

Maintainers don't have future development plan so i am closing bugs as WONTFIX.
Please feel free to reopen the bugs in future if anyone takes the responsibility for active development.
