Description of Problem:
the individual items (listings) in the window list jump all over in size, if 
you give it any room to move with the minimum and maximum size.  For 
programs like xchat or galeon, simply switching between tabs can cause the 
entire window list to change sizes.  I realize this probably has something 
to do with the window title changing, but still, it's an ugly behavior, and 
looks very much like a visual glitch.

Steps to reproduce the problem:
1. set window size list to the defaults (50, 4096)
2. open more than one programs (terminal, xchat, galeon, gaim, etc...)
3. use the tabs in the programs, open new windows, close windows, etc...

Actual Results:
Window list item sizes vary.  Sometimes the taskbar will be full with four 
windows, but will them be only 3/4 full with the same windows (just 
switching a tab).

Expected Results:
Consistant item size in the window list.

How often does this happen?
all the time when I use gnome2

Additional Information:
It seems that there is some kind of "smart resizing" going on, that makes 
things seem very glitchy, in terms of frequent resizing with moderate use of 
a program.  Not only is it aesthetically unappealing, but I think it lessens 
ease of use.  I think dynamic resizing could potentially work well, but not 
in its current state.

At the minimum, give the user a chance to pick a constant item size rather 
than do a bad "smart resize".
