"Use Netscape" for Help does not work (Windows)

Choosing Print draws no response from GIMP except the hourglass for a few seconds. Choosing Help, then "Use Netscape" ellicits no response. My Browser if Microsoft Internet Explorer 5.00 I uninstalled and reinstalled GIMP successfully using gimp-1.2.4- 20020907setup.exe, but got the same results when choosing Print and Help. Consequently, I cannot print and can't go to help to find out why.
There are two bugs reported, and thus this bug report should be split in two. Here is my commentary on the two bugs. 1) Print plug-in doesn't work. Works for me. Well, not perfectly, but it does print. 2) "Use Netscape" doesn't work. Confirmed. I don't think it ever worked on windows. Probably should use ShellOpen or somesuch to call the default .html handler.
Well, let's keep this bug focused on the "Help does not work" part, since that one can easily be confirmed. I have changed the summary of this report accordingly. Reporter, please open a separate bug report for your printing problems. If posible, give a few additional details about your system and at what point the print plug-in is frozen (i.e., before or after displaying the print dialog box).
