Description of Problem:

The panel will crash, don't know if it is xim/gtk problem 
( I have chinput started as locale input)
You have to enter the tooltips to replicate the problem

Steps to reproduce the problem:
1. Login with Chinese Language, 
2. Creat a drawer on the panel, enter some tooltips (You have to enter
the tooltips to replicate the problem)
3. Then select the properties of the drawer, again, the panel crashes
