For "foo" in <a href="bar" title="foo"> a tooltip is shown by Galeon.  If
"foo" contains e.g. ISO 8859-1 characters the tooltip is cut off at the
first non-UTF-8 character.

At the bottom of the page are a couple of links to different languages. 
The tooltips show the languages' names in German.  E.g. "dansk" - "Dänisch"
is cut off after the "D".

The page's encoding is correctly stated in the header as ISO 8859-1.  The
W3C validator doesn't detect any errors and Mozilla 1.1 works just fine, too.
