Description:
Description of Problem:
If the panel is at bottom of screen, Fitts law is broken and there is a
one 
pixel border which can't be clicked to activate the window

Steps to reproduce the problem:
1. Create a bottom edge gnome panel 
2. Add a window list applet
3. Try clicking a button at the bottom edge of the screen

Actual Results:
Window button aimed for is not pressed.

Expected Results:
Should utilise Fitts law and extend window list buttons to very edge of
screen

How often does this happen?
Every time.

Additional Information:
This is a little braindead, considering window list applets on a top
edge 
panel behave in a much nice way.
