If user is behind firewalls and uses proxies (and HTTP) to access CDDB then
CDDBSlave is not able to work correctly (it will still try to connect to
port 888 and does not use proxy server)

s/maybe/definitely/ :) [Ted, those gconf keys live in /system/proxy
and/or /system/http_proxy if you need them.]

Yes. I had a look at musicbrainz lately, and it supports proxies already, so a
move to musicbrainz may fix the proxy issue, too.

It can be set to do so, yes. Totem has example code already.

Thanks for taking the time to report this bug.

vumeter, cddb, and gnome-cd have been removed since GNOME 2.28. They have long been abandonned, and it's now time to close your bug that will most probably never be fixed. 

By upgrading to a newer version of GNOME you could receive bug fixes and new functionality. You may need to upgrade your Linux distribution to obtain a newer version of GNOME.
