When dragging from a window, the window should stay in background.

Example:
- Maximize a nautilus window (or just let the nautilus window be above the
xmms window).
- Raise xmms window.
- Try to drag a file to the xmms window.
- The xmms window disappear because the nautilus window raise.

I'm not sure this is a nautilus bug. Maybe it's related to the window
manager (BTW happens with both sawfish and metacity).

It's a "system" bug, there has to be a way for the WM and nautilus to
work together to avoid the problem.

There's an open bug against metacity, component "EWMH specification",
about it.
