patch for utf8 conversion of time

The time string that gets insterted into the headers in the chat window cause problems if they contain non utf-8 compatible characters. since the normal strftime is called, in some locales, non-utf8 characters get inserted and thus a conversion to utf8 is needed. see patch for details (its pretty much a one liner) this was causing the header to no appear at all in some locales
