Could you please tell us the distribution you're using and provide a stack trace of the bug ?
Never mind. The machine hadd too little memory on it. I added more memory and it came up just fine. Please close the problem as not a problem.
The question is 'should it crash if there's not enough memory ?'. I don't think so. If you're using a Red Hat, then it is a duplicate of #69333
It is indeed redhat 7.3. The machine only had 32MB ram + 200MB swap. It is not reasonable to expect anything GUI to run on that. Moving the machine to 144MB fixed more than just the application panel.
