window menu should have an "always on top" choice for every window.

Should be dup'd on the "implement _NET_WM_WINDOW_STATE_FLOATING" bug
(though this is all still in wm-spec-list discussion).
That bug will address the issue to the extent it will be addressed.
Not planning to add a menu item though, just clutter for the sake of
xmms and gkrellm that should be fixed.

Sorry to add noise to this bug report.

I consider an "always on top"-option essential. I frequently write
myself notes in gedit and would like to make these windows "always on
top", to remind myself. Thus, there are uses for this feature, other
than correcting application-specific bugs. Also, I did a quick Google
search on forums and newsgroups, and there appears to be quite a few
users other than myself looking for this feature.

While I appreciate your desire to keep the menu compact, an "always on
top" option would hardly clutter the menu. I don't believe that it
should be up to the applications themselves to provide this
functionality, this is between the user and the window manager.

Based on the comment by Chris Lahey, Ximian seems to be interested in
providing this feature for their users. This could be implemented as a
preference, which would be off by default in Metacity's default
configuration. Distributors and advanced end-users could then enable
this feature in their distributions.
