When program window is unmaximized, I drag the window by its drag-bar (uper
bar of every program window) up it can hide under panel and if I release a
mouse button it is impossible to move that window, because drag-bar is
hidden    under GNOME upper menu panel. In Gnome 1.4 was the setting which
let program windows to be above panels, but in GNOME2 I can't find such a
setting.

Btw, I think upper menu panel should have Properties in right mouse button
menu like for example Edge panels.

I use Sawfish 1.1a, because metacity doesn't have some usefull features.
When I use metacity, it is impossible to drag the window over the
above panel at all,that isn't good too. The above panel has to work
like down panel, I guess.

This is a sawfish bug, I'm pretty sure it has already been reported
but I can't find the dup

sawfish lets you put a window anywhere, i consider that a feature. I'm
not sure what to do with this case..
