if I set the tasklist-applet to group the applications, EOG windows still
appear separately. Shouldn't they be treated as somewhat related?

It works for me here perfectly. Are you sure you set "Group Windows
Always"? Or did you set "Group Windows if Space is Low"? Just a thought.

Yes, I try "Always group". I use to Metacity <2.4.0.

Ah, I use sawfish. So it looks more like a windowmanager bug to me. 
Will move this to metacity.
