When I check "Enable sound server startup", the option doesn't take effect
until I restart GNOME.

Right, that's why it is called 'startup' :) it's not supposed to take
effect until the next restart.  That said, it should probably be
renamed and take effect immediately.

It seems to be instant apply here (though I didn't look at the code.)
 the wording is bad, but isn't worth breaking the UI freeze for.

Here it doesn't instantly apply, and i can't find code for
that either.
