Description of Problem:

The Severity of this bug depends on how much you
like dragging icons to the desktop from the menu.

Steps to reproduce the problem:
1. Open the gnome menu
2. Drag any entry to the desktop.
3. Watch an annoying yellow comment sit there on
top of all other windows for something like two
minutes.

How often does this happen? 
Every time

This is in the panel, not nautilus.

This tooltip doesn't disppear after some time, but after moving the
mouse cursor over any of icons/activators (not applets) on the panel.
