Description of Problem:
  For a vertical corner panel w/o hide buttons,
it's impossible to get the context menu. (It's
difficult for vertical corner panels; there's a
1-pixel border that's active.)

Steps to reproduce the problem:
1. Create a corner panel
2. Move it to the lower left position
3. Set preferences to no hide buttons
4. Add one or two launchers (I have 7)
5. Try to get the context menu.

Actual Results:
  No context menu pops up

Expected Results:
  The ability to use the panel's context menu

How often does this happen? 
  Every time.

Additional Information:
  This is probably that all the launchers are
taking up the whole square for their context. It
should be smaller (contoured to icon?)
