Description of Problem:
Launchers do not restore their arrangement upon restart

Steps to reproduce the problem:
1. Create a new panel (corner/sliding) on the desktop.
2. Add a series of launchers
3. Restart gnome2.

Actual Results:
Launchers rearrange alphabetically, per launcher icon's image file
name.

Expected Results:
Arrangement of launchers should keep state.

How often does this happen?
Every time.

Known bug in everything except edge panels.
