After some discussion with the translator for SuSE (bex), it seems clear
that the text "Picture Border:" above the background color selector could
be improved. There are two reasons: First, it makes for a somewhat
difficult/clumsy translation to some languages; second, it is strictly
speaking not correct, as using a picture will frequently not result in a
border, and without a picture, the 'border' will in fact fill the screen.

One suggestion is "Picture background:" which will fit better with the
intended functionality. Other suggestions would also be welcome.
