start up gnome-keybinding capplet (named "keyboard shortcuts" in
"preferences:///"), it crashes

Steps to reproduce the problem:
1. from nautilus "preferences:///", or foot menu->desktop
preferences->keyboard shortcuts, start the capplet
2. it crashes at startup

Actual Results:
crashes at startup

Expected Results:
no crash
