When a window is very large (vertically), it can be moved up over the panel
at the top of the screen until the bottom of the window is higher than the
panel at the bottom of the screen. Then, resizing the window by dragging
the frame at the lower side up will cause the window to move down, but the
pointer does not move down too. This results in the resizing pointer being
at the wrong place.

This should get as fixed as it will get by the constraints rewrite 
in src/constraints.c
