To support the affordances of #85441, an interface is needed to name
non-filesystem folders. Ideally, this would be similar to the normal UI.

Old bug with no progress. It's not entirely clear what is being suggested here, and I don't think a bug tracker is the best place to plan major infrastructural changes like this.
