In the bookmarks editor, you should be able to move bookmarks using drag
and drop. Whether the addition of this feature makes the move up and move
down operations obsolete is open for discussion.

If I have to decide about it, I would kill the move up and move down.
You already have cut and paste for moving without the mouse.

this is already done. Not tested a lot, but seems to work well...
