Rename should have ellipsis. Renaming a file requires further input
(the new name).

Rename was moved to Edit menu as part of #85661, but the patch isn't
posted there so I don't know if an ellipsis was added at the same
time.  I suspect not as it's not explicitly requested, so this needs
fixing.

Note -- if this is going to be considered a ui-review change, the
change has to be made in cvs TODAY...!!
