Repro:  

Enable GDK_USE_XFT
Select "Monospace 9" as your application font
Create an empty panel. 
Specify its size as XX Small or X Small. 
Add a clock to the panel.

Result:

When the clock is added, the panel height increases.

Wasn't this fixed in 2.2?
