The top menu bar is ignored when considering window placement
it seems, and also when placing icons on the root window.

I started up from a default environment of garnome 0.10.1,
and there was an icon in the top-left half-eclipsed by the
top menu bar, and when I started xchat, the window appeared
at the very top, so the title bar was hidden by the menu
bar at the top.
