The gnome terminal program should support a mechanism to control whether
the utmp records are updated or not.

This is something that Unix users might invoke from a remote ssh or
rlogin or god knows what else.  

As I mentioned in my other bug report, now it is necessary to first
log into a system to customize it before being able to use the system.
 Then it will also be non-conformant.
