This has happened a few times.  xpdf is open, and for no apparant
reason, panel crashes

I was using version 0.92 of xpdf.

Can't reproduce this here at all. I'm using Red Hat's xpdf-0.92-5 and
gnome-libs-1.4.1.6 and gnome-core-1.4.0.8. Could you please try
upgrading your gnome-core and gnome-libs and see if that fixes it?
