Can't change time format to 12h with language set to German (due to German translations in gnome-shell and gnome-desktop)

When my system is set to german language I can't change the time format to 12h, it just stays at 24h. I tried it with arch linux (gnome 3.30) and with ubuntu 18.04 (gnome 3.28). I made a short clip showing the bug: https://www.youtube.com/watch?v=16GDZB2DeKw When I try it with e.g. spanish it is working like with english, I didn't test all available languages so I don't know if it is only with german.
