Add hooks in the video-subtitles repository to automate translated subtitle generation

I am actually not sure how that should be implemented, but when a translator submits a new or updated translation (po file), `po2sub` (from the translate-toolkit) should be run to create the srt file. Currently Bastian has to do it manually for every release, or find someone who’s able to do it for him. That’s an unnecessary pain.
Alexandre, where would you expect the srt file to be generated and made available?
I don’t really have expectations about that and I guess that’s up to you. As long as we can get them and upload them to Youtube, that should work. Bonus points if video@gnome.org gets an email notification so we know there’s an updated version to upload.
