queue2: Add the avg-out-rate property

Straightforward translation of 45fa81e and 1ff80fb for out rate estimation. This could be helpful for an application to monitor data rate such as network throughput and etc.

Except it won't monitor network throughput. That's the downstream of queue2 (which might be throttled by playback rate or not).

The commit message seems to reflect my usecase too much :( I'm expecting to use the property when monitoring output rate of my custom network sink element, as an indirect way
