The travel committee has been having problems with people sending in their receipts from GUADEC. Apparently RT rejects emails with attachments larger than 1 or 2 MB. Also, in the case where the email is rejected, it takes a few days before the sender is notified.

If it's possible, we'd like to increase the size limit on attachments, and decrease the bounce time.

Philip, bumped attachment size and reduced bounce time to 1 day instead of 5.
