If an IDR frame is separated into multiple slices (multiple IDR NALUs), config-interval=-1 injects SPS/PPS before every single slice instead of once before the frame.

Maybe the injection should be suppressed if the timestamp hasn't changed?

Hmm, that's bad. There is code already (partial) that implements new frame detection for producing AU alignment, we should use that.
