Steps:
1. Install openSUSE Tumbleweed which has GNOME 3.28.2
2. Login with GNOME session and launch gnome-control-center
By default, it will show the "Wi-Fi" settings.
3. Launch another application (e.g. nautilus) and then maximum the window
4. Click the status and control icons at the right end of the top panel
5. Click "User" -> "Account Settings"

Actual Result:
The gnome-control-center is not shown on the top even though we did some operations and want to see detailed "Account Settings".
If we user alt-tab to switch to the gnome-control-center window which was opened in Step2, then we can see the "Account Settings" is displayed.

Additional Info:
If we click the "Settings" icon in Step5, then the g-c-c window can be shown on the top. 

Expected Result:
The gnome-control-center should be shown on the top and navigate to the correct component.
