Apparently besides flat tax amounts and percentage based tax there also exists something as sales tax brackets. More details are found here:
http://dor.myflorida.com/dor/forms/current/dr2x.pdf for Florida.

The  sales tax values for Florida are actually just a rounding to ceiling of the sales amount multiplied by the state and county tax rate.
