Transfer Funds window does not display

After reconciling a credit card account, Transfer Funds window is not shown and Transfer Funds button has no effect until GnuCash is restarted. At the end of reconciling a credit card type account, a transfer window used to be shown which allowed a bill payment to be recorded. After upgrading to 3.0, after reconciling a credit card account and pressing the Finish button, the Reconciliation window disappears but no Transfer Funds window appears. On one occasion, I did see the Transfer Funds window appear briefly before subsequently disappearing again. As far as I can tell the Transfer Window is not hidden behind the main window. Once this has happened, pressing the Transfer Funds toolbar button also has no effect. The button is not disabled but pressing it appears to have no effect. Saving, closing and re-starting GnuCash restores the functionality to the Transfer toolbar button. This problem was first noticed after an upgrade to GnuCash v3.0 and has persisted after a further upgrade to v3.1. OS is Windows 10, fully updated.
