Cannot open images or browse locations with File > Open

Created attachment 371900 [details] Example of how no files or folders are shown when trying to choose a location. I installed Gimp 2.10 and it will not open files from the Gimp menu File > Open and clicking on a hard drive but instead shows a blank window where the file names are. If I use Windows to navigate to a folder, right click an image file and select Gimp from the Open With menu Gimp does start and opens the image. After opening an image file this way it is possible to use File > Open and see a list of the files in the same directory as the one opened with right click, open with, but no other locations. I have the same issue on a Windows 10 laptop and desktop despite never having an issue with the previous version of Gimp. I tried uninstalling Gimp, deleting every remaining file and then installing with no luck. I tried restarting the computer and even running the program as an Administrator and then on an Administrator account but still have the same issue on 2 computers.
