Tablet doesn't switch back to mouse context

Created attachment 371530 [details] Mouse does not switch back to rect tool when I go from tablet to mouse. When drawing with the tablet, going back to mouse will not switch back to the mouse's tool. It works the other away around though. I'm using a Wacom Intuos 3 on Windows 8.1 x64. Reproduction Steps: 1. Have Rectangle Select Tool on the mouse and Paintbrush on Tablet 2. Draw anything with tablet, and then switch to mouse 3. The cursor moves with mouse but the brush circle stays in place, the tool doesn't switch, and the canvas doesn't accept input. This is resolved similarly to previous tablet/mouse input switching if I move the mouse over the border/menu (something I've actually gotten used to doing when there's input flipping, but this particular behavior wasn't in 2.8.22). I've attached a gif I made using Gifcam. Interesting enough, if I mouse over the UI area in Gifcam the mouse switches appropriately.
