If the keyboard was in Arabic selection, and run Gimp after that. I couldn't use shortcuts such as Ctl+V to paste.

Thanks for the report.
This is most likely a duplicate of bug 769550. This is fixed by using the last GTK+ release.

Would it be possible for you to test our last release candidate maybe?

The issue should be fixed with this version already since it uses the last GTK+ version.

If the same issue happens with GIMP 2.10.0 RC2 though, please reopen this bug report.
