Following on from bug #755721, we need to investigate and fix the FIXME in `file_hard_links_output` in testfilemonitor.c. GLocalFileMonitor is not emitting enough events for file modifications made through a hard link.

If it turns out that inotify doesn’t support this, then it needs to be documented.
