In GNOME 3.28 the adwaita-lock.jpg image file was removed from the gnome-backgrounds package [1] [2], but it's still the default in org.gnome.desktop.screensaver.gschema.xml.in [3].

Please either add back the image file to gnome-backgrounds, or modify the setting to something else provided by gnome-backgrounds.
