https://download.gnome.org/sources/startup-notification/ leaves the impression, that the latest version is 0.9 and is therefore misleading. Either include the versions from https://www.freedesktop.org/wiki/Software/startup-notification/ at https://download.gnome.org/sources/startup-notification/ or replace the directory content with a README referring https://www.freedesktop.org/wiki/Software/startup-notification/ .
Reassigning to sysadmins as they are more likely to know what to do with this. This has nothing to do with “websites”.
Landed a NEW_RELEASES file with a pointer to the suggested URL. Thanks for reporting!
This is better, but still not optimal, because people are not used to check for file NEW_RELEASES. Can this file be displayed, when visiting : https://download.gnome.org/sources/startup-notification/ without opening it? I mean an index.html or alike, that displays apart from the available subdirectories, also the indication, that these are outdated? Besides, for https://download.gnome.org/sources/startup-notification/NEW_RELEASES the server does not communicate any Content-Type: .
No, I'm sorry, there's a whole mirroring system behind the scenes so landing a local file with a pointer to the URL you suggested is all I can do.
Why aren't the remaining files removed form download.gnome.org, or the newest startup-notification-0.12.tar.gz uploaded there?

How will it be ensured, that whenever new startu-notification version is released, it will be available at https://download.gnome.org/sources/startup-notification/ , so that the latter will not be misleading about the latest available version?
The module had no releases since at least 8 years, that said we're not ensuring it's going to stay up-to-date ever and we don't plan to for the simple reason that keeping track of all the modules we host within download.gnome.org is just not achievable and not of our interest.
If it cannot be ensured that the startup-notification version at download.gnome.org will always be up to date, it is better not to offer it there.
