Add GNOME latest modulesets

With jhbuild no longer being used by the release team and jhbuild
now no longer being officialy maintained this copies the 3.28
modulesets and names them "latest".

The purpose of these module sets is to target the currently developed
gnome release from here on out (like gnome-world) and will be maintained
on a voluntary basis.

Review of attachment 369760 [details] [review]:

I think it would be good to maybe create a buildstream gnome-world project in gitlab and take advantage of all the nice features there (CI, use gnome-build-meta as a base ...). But I guess is ok if people want to keep using this
