Show scrollbar on first "Language" window if needed

This is a request due to an Ubuntu specific modification; for users of vanilla GNOME the proposed change is a no-op. The background is that Ubuntu shows a generated list of installed languages on the first "Language" window instead of the list of big languages in the original code. Normally there is no need to scroll in Ubuntu either, but if a user has many languages installed, the window may expand vertically so the "More" button at the bottom gets invisible, and the user can't access all languages. So in the efforts to minimize the Ubuntu/GNOME delta, it would be great if you could make this adjustment. Thanks!

I just pushed this with a cleanup to the code to remove some scrolling code that's not necessary with it to https://gitlab.gnome.org/GNOME/gnome-control-center/merge_requests/12 where it'll hopefully get reviewed.
This was accepted in GitLab. Closing.
