Patch with a FIXME for 2.0

There are applications / features that are dependent on that the timeout
is received when it is supposed to occur and not 5s later.

For example failover recording which will record the latest 60s (if timeout
value is set to 60s), then will there be a gap of 5s if rtsp-session adds
5s to the timeout.

Suggest to remove the extra add in RTSP 2.0.
