GNOME 3.28 will include vala 0.40 so update the configure.ac check for it.

By the way, can we drop some of the old vala versions from this line?

Thank you for your patch, I have committed it in master.

I think the older version can be removed, on the other hand, I don't see any issue if we keep them.
