The 3.26 release did not include README.md. I think you just need to add it to EXTRA_DIST in Makefile.am and make a new tarball release.

I believe this is obsolete in the 3.27/3.28 series where autotools support is dropped.

Thanks Jeremy! Fixed landed as commit 3b128cf on master. I've also made the 3.26.1 release.
