While I can successfully run and use gnome-control-center 3.24.3 and earlier in other desktop environments than GNOME (in my case MATE), I'm not able to do it in 3.26. It runs, but it opens in tab "Devices", which is empty and it doesn't let me go anywhere.

As that's basically the only way of accessing GNOME Online Accounts, and Evolution depends on it, regardless of the desktop environment it runs in, then it's a regression from the previous versions.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new bug report at
  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/
