Nautilus developers decided to remove nautilus-desktop from Nautilus 3.28:

This means that the desktop icons are no longer available, and need to be reimplemented within GNOME Flashback.

Icons can be shown in gnome classic by going to gnome-tweaks, tab extensions, and activating them. However gnome-tweaks does,t show that tab in flashback. It is not clear to me whether it supports gnome extensions at all.

On the net I only ran into this https://www.pc-freak.net/blog/tag/desktop-icons-gnome-flashback-get-back-icons/ as closest relevant, and it essentially says use nemo instead of nautilus for a partial workaround.
