Right now we take unnecessary thumbnails of every webpage the user has ever visited, which has exacerbated the severity of bug #778578. We only need to take thumbnails for the most-visited pages. Let's only thumbnail a page if it enters the top 20. Then there will be several unused ones so that, when removing pages from the overview, the first several removed pages have thumbnails.

An alternate strategy would be to save thumbnails only for the top nine, and actually load the page and thumbnail it in the background when it gets promoted to the overview.
